I always interpreted is as a sort of expressionist way of conveying that Mr Bean is so strange/eccentric that to the rest of the world he may as well be an otherworldly being. It's a fun nonverbal way of immediately conveying what the character's 'deal' is. I never thought it was intended to be lore or whatever.
