There used to be a number of threats against the Shire but most of the orcs and evil men within hundreds of miles were killed long before the events of the story. Dire wolves used to come south and were a threat but the climate has been too mild for that for a long time too. The Shire also has a militia which is deceptively capable as seen in the Scouring of the Shire. Finally, the Shire is further insulated from outside threats by the Dunedain Rangers, which are Aragorn's people. Basically hundreds of ubermensch all expertly trained with sword and bow, any one of which could kill dozens of orcs by himself.

There was a manor on the hill that belonged to some rich family who summered in our area and had a driver and a live-in maid
A bunch of townsfolk would work their grounds and provide produce for them and such
They also did some noblesse oblige stuff like use their grounds for the village fete and they would have a sort of petting zoo for younger children in the spring
Honestly it was pretty idyllic
Last time I visited a few years ago they had turned the manor into some hotel and the town was full of job centres, ladbrokes, and pakis
