So far, all of the miniature work scenes from the 90's mog everything full cgi made today. It has a realistic feel that has not been matched by cgi. If they get that part right, then yeah, cgi is cheaper. But so far they don't seem to care enough.

It still comes down to the actual filming and integration of those miniatures. Prequels had tons of miniatures but they look like garbage in the actual movies. Modern movies can't even film real people on real locations without it looking like shit.
