Yeah, we needed basically the first two arcs to be in one season, and the last two arcs in a third season. Flesh it out with two more arcs each season. Build up Ghorman a little slower in the first season. Show a lot more with Yavin in the latter season. Add in another one of the rebel factions, maybe Separatists. Add in another infiltration mission. Add in Bail sooner and have him do more.
I am not sure if taking her as a hostage achieves much. It is not like Mon can come back into the fold, her going back is a death sentence. When she made her speech she must have realised Perrin's and Leida's lives were in danger or, she determined that the Empire will not make a move against them - which is seemingly correct given the scene with Perrin. Having Leida denounce Mon as a traitor, terrorist etc. seems to have more propaganda value and the sort of things such real-world regimes have done. Executing Leida and making a big deal about that to deter would-be defectors just furthers Mon being correct.

The understanding would be that if the Rebels ever did become a serious threat, she'd be killed. And in the meantime use her to discourage anyone from joining the Rebellion. 1/Luthen is not working FOR Yavin: you can't deny it after the scene between Cassian and the Yavin leaders
2/Luthen was there BEFORE Yavin was even a thing, so he is his own rebel cell: Shown by the first arc of S2 since there is nothing on Yavin and all the Yavin leaders were still on Coruscant
3/Luthen was feeding every rebel cell: Shown by him dealing with Saw in S1, Saw even talked about all the other Rebel cells
4/Luthen's purpose was to start the Rebellion fire in the whole galaxy: literally his last dialogue with Dedra
CONCLUSION: At this point of the story, Kleya doesn't considere Yavin as the face of the Rebellion, they are just "people on Yavin", they didn't do or prove shit yet. Luthen and her were not part of them, it's why she said to Cassian that he left them. So joining them while knowing that they are not respecting Luthen after all the shit he did for the Rebellion feels like losing to her. It's why she doesn't want to join Yavin at first, it was disrespecting her father's legacy.

You could have done some show about the likes of Saw and his more terrorist like cell or individual planetary rebellions (Ferrix, Ghorman), but the Rebel Alliance is not really a unified and structured force in this period - either politically or in arms. The idea with someone like Draven is he trying to create a professional military out of it rather than everyone doing whatever they want. Also, the show, at least nominally with the name, is about Andor which is about leading into Rogue One that is about the Death Star plans. So that lends itself to the possibility of espionage and politics side regarding the rebellion and Empire.

It's the over-sentencing for minor crimes. It's rapist that takes a job of importance so he can prey on vulnerable women, and if anyone tries to go to the law the other imperials don't care. It's the arbitrary changes to trade regulations. It's the careless destruction of the environment for the sake of some government priority. It's the tightening of the grip that causes more systems to slip through the fingers.

On the whole yes. There are some parts that seemed rushed or should have been explored, though that is largely a result of having limited time. Though saying that, the worst part of the season, and the worst part of both seasons, is the first arc of S2. Whereas everything else feels or trying to do too much, the first arc is dragged-out and could have taken out - which would have probably helped elsewhere in things being less rushed.
