He's one of the small guys for whom the word 'Dwarf' fits in all capacities; he's reasonably strong and stocky and his proportions are short but they aren't miniature or horrific.

Casting a midget invites the audience to take on his midgetness as informing the character, and the audience can expect factors like the midget's height envy and depression and inability to have sex with normal people etc. to be part of the character. When none of these appear, it's weird and incongruous. Dinklage wants audiences to be conditioned to ignore midgets the same way audiences aren't allowed to take a character's race into account in their characterisation anymore.
