on a moment to moment basis, I think S2 is weaker than S1 but S1 is mostly just hype moments with very little in way of actually building the foundation of the rebellion. Mon's scenes in S2 are some of the particular standouts that differentiate it from S1.
It is pretty obvious though that S2 was meant to be much longer and the 3-episode arc format was pushed even harder because of that.

Thirdly, again not a moral thing but, I do not really see where you can go from that situation other than throwing your life away as you know it by becoming a rebel or being assassinated by the ISB as a liability & loose-end.

A bunch of the storylines with Perrin, Sculdun, Tay, and Leida seem utterly pointless, or at least not a sensible allocation of screentime given how limited episodes the show has to work with. I do not see what the wedding provided, especially 3 episodes worth of it. Both the Mon having cultural differences with her daughter and Mon willing to 'sacrifice' her daughter by having her enter an arranged marriage with upjumped & shady Sculdun was already covered in S1. You can say that Tay being killed showed how deep Mon was in the rebellion and how ruthless Luthen was, but again we already now Mon is in deep and Luthen is ruthless - and again, 3 entire episodes of it. Even the bug in Sculdun's antique gallery seems like it could have been reworked in a different way. I presume it is just things condensed down and missing from some original plan that was more than 2 seasons, but these sort of things do not seem condensed down enough for how drawn-out they are over the first 3 episodes and a lot of it seems like it could have been cut without anything substantive being lost.

Saw and Luthen's conversations in S1 were something I really liked, but that kind of stuff was practically absent from S2. Like, Bail Organa is running a huge chunk of the Rebellion and he's barely present. The base on Yavin is just suddenly there between timeskips with virtually no discussion of the faction that founded it or its relations with the other rebel cells. There's just huge gaping voids in the show's portrayal of the Rebellion that makes it feel schizophrenic if you don't go in with foreknowledge.
i like Andor but it sucks that Disney is literally stuck in the Galactic Empire era and hasn’t been able to make anything good after it.
i guess they really can’t come up with anything considering SW is based on historical inspiration, and Lucas already pretty much covered it all.

Mon-kino is the best part of Andor. Cassian being trapped in jungle planet and stealing TIE fighter prototype also goes nowhere. Bix and Brasso in the wheat planet was pointless and was done to fill time and write off Brasso, Cassian could've just done his mission and then fly home to Bix, nothing would've changed.

Most of the stuff from the first 3 episodes of this seasons could have been removed. The main things in it were establishing the interest in Ghorman and Brasso's. The former could have been done inserted in some expanded or earlier place arc that was in episode 4-6. Brasso's death, for that matter like Cinta's, is basically glossed over with the time skips.

Star Wars has always had a problem with moving the plot beyond Rebels vs Empire. The only story it is interested in telling is "WW2 in Space but Hitler is an Evil Space Wizard" and it doesn't have any other ideas.
What I hope most about Andor's legacy is that it officially closes the book on that concept because nobody is ever going to tell a rebel story better than Andor. I never want to see another reference to the French Resistance, WW2 bomber missions, or evil space wizard Hitlers again in Star Wars, but that's really all they got.
