You don't do that, traditionally. If you bring an actor back, you pay them the same or more. They usually expect more, then additional benefits such as an amended shooting schedule to suit them, points, creative input and an EP credit, better billing, not having to do press etc to sweeten the same pay deal.
Renner was protecting his own brand by walking from a lower offer. If he took it his value in town would have dropped. They guy leads a TV show and is an established movie actor, he doesn't want to signal to studios and producers that he's going on a downward trend.
Marvel were being cheapskates (as they have ALWAYS tried to be), and thinking because he was co-lead and not in every shot he should get offered lower than his previous salary is a mis-understanding of how the business works.
