Jackson seems like the only long term stable community we see, and even then, it's not that big, it's a few thousand people. Large scale human societies seem impossible now.

It was only Bethesda's Fallout titles and TV show that seem to be obsessive about maintaining the immediate Post-Nuclear apocalyptic setting despite hundreds of years passing. Shady Sands is a tiny village in Fallout 1, but has grown to be a city a hundred years later in 2, and the greater NCR is effectively a viable country by the end of New Vegas. Much of this brought about the choices of you, the player character, of course, but it's Bethesda that seem to want Fallout to be completely static, or they want to keep the exact same setting yet still keep moving the timeline forward more and more, where you have people living in ruins in Fallout 3, 200 years after the nuclear apocalypse, still in little wrecked shacks with broken debris everywhere as if the bombs fell a few years earlier. It's just dumb and forced to keep pretending as if no one can ever rebuild or redevelop in a post-apocalyptic setting. Especially when there's no widespread plague in Fallout as there is in TLOU, there are irradiated areas and dangerous wildlife and factions all around the place, but there are also relatively safe regions that communities and trade can happen in, and when that happens, societies develop.

I don't think it needs to literally be like the most (apparently) bleak movies, but as it is it's far closer to a gay YA setting. It rarely feels as serious as it should. It doesn't, and shouldn't, leap headlong into misery because the rest of the game IS pretty much misery apart from some of the flashbacks for Ellie and Abby respectively when they were in a happier time. Joel's death is a punch in the game for that reason as it comes early on after things have been fairly stable and more focused on smaller issues like relationship drama.

Sometimes the misery feels like it's just overcompensating and by the time Ellie can't manage to play the guitar, the misery itself became a non-serious element that took me out of it, just how increasingly absurd the sequence of events had gotten up to that point. It's not dark or depressing, just silly.
