pretty sure in the case of akira the author cited star wars but never blade runner when it comes to inspiration. hard to say with the timing since the manga came out half a year after blade runner. personally I think it wouldn't look the same without the movie coming out first. but the plot and themes don't really have much to do with blade runner, just a bit of the visuals.

Devilman: The Birth and Devilman: The Demon Bird. Both are two OVAs Go Nagai extensively worked on in the late 80s. They're fantastic, with excellent aesthetics, a great OST and high quality JPN voice work. Don't watch the ENG version though, the dub is horrific beyond words
If you want a little more Devilman related fun after that, consider the Devilman TV show from the 70s. It does its own thing with the character of Fudo Akira opposed to him in the OVA, but it has a lot of that Go Nagai charm in it that is always enjoyable
