It's impossible to make an anti-war commercial film, certainly. If you're not interested in making money you could just make a depressing movie about someone getting torn up to shreds and going through all sorts of horrible torture; but only offscreen, we see a little kid or something react to sound as his mom is being raped or something and that's it.

The only way to make an anti-war film is not have any combat in it that makes it exciting, and to focus on the aftermath of the war (broken vets, etc).
