Not even Berserk could get away from the power level issue of having to keep going higher than the last powerup in order to shock and amaze. Once Guts got the Berserk Armor, Miura had to keep throwing more and more monsters at Guts, who previously even just one of them was enough to severely hurt him. There was no way to take the power up back and it did a lot of damage to the manga. Stakes were only ever high again when other side characters were in danger and didn't have Guts around to save them, which was not often

Dragon Ball is one of the worst battle shounen. There is no power system. The characters just punch and shoot ki blasts - that's it. That's why the series didn't last very long. Characters were one-shotting planets before Goku was even an adult. When you have such a dumb power system, all you can do is introduce stronger characters, but how can you have any sort of conflict when the antagonist can destroy the entire fucking planet with a single finger. And the power system follows literal power levels the characters can read. Where is the fun in that? You need to have an IQ below 90 to like Dragon Ball.
By the time they reach Laugh Tale, being King of the Pirates will no longer be necessary for Luffy to achieve his dream and he won't care about it anymore. Buggy is getting the title.

Power systems are always shit in a long running series, because they are never fucking consistent. They exist for two reasons
1) So someone can establish that someone in the lowly dingdong stage can't fight a high tier chingchong
2) To inevitably write in a caluse where a dingdong can pull a power out of his ass to challenge the chingchong while everyone watching screams "m-mousaka, he can't do that!!!"
