I thought I had been pretty good at understanding the way he thinks up to this point but I feel like I missed something because why is Sisko the main thing now? Because by the end of Waltz he had declared the existence of Bajorans as the enemy and basically just said to Sisko "You can't stop me" and even sent him back to safety...
