He can only react to the material issues that he as an average individual can handle. He doesn't even get to decide who patrols what in what numbers, even as the other guy disparages that the only help he can offer is more policing and arresting more people, which will probably compound the aforementioned issues.

And while I don't think the show is that progressive, given that it's a show about cops, that's probably a fine conflict to build a TV show episode around.
