I grew up in a non-anglo country and there were no bullies, a kid in elementary school was a bit violent but he got handled by teachers and staff because he bit kids etc., he might have been a retard.
In middle school it was more about dishing out jokes and getting them, but not outright bullying like you see in American movies, that shit doesn't happen. But there's good bully and bad bullying, or rather, it's a spectrum. A community not enforcing social standards is a slippery slope that gets bad really fast. That's why we have things like dress codes and HOA rules. The rules might seem petty, but they are there as guardrails to prevent things from even starting to get out of hand.
Regardless, there should be more sympathy for bullies. I would never bully anyone, but people who act pathetic and cringe and annoying really make me want to punch them in the face. I'm not proud of it, but experiencing those feelings makes me realize bullying is a legit biological urge that can't just be reasoned away. From the bully's point of view, it would take conscious effort to resist the urge to bully others. But then it's like, why put in effort, to do a favor for someone who is repulsive and irritating and lacks self-esteem? This is how it was in my burger school in an inner city. Every one was mostly cool with eachother. Girls spread lots of rumors about guys and other girls. Bullying is an innate part of human nature. We all use coercion in various forms to enforce behavioural standards from our peers. A good application of bullying would be to mock and exclude someone who rejects those behaviours in a harmful way, until they adopt them, which will help them later in life. Stick and carrot to get little dickheads to treat people better and stop causing problems. The problem is some time ago people stopped bullying and began this weird, sexual-adjacent dominance and victimisation fetishising. Targeted harassment campaigns became the norm and, when in a normal society the ostracised person would adapt and be allowed back in, it just never stopped. Kids started to spend their entire childhoods being communally, emotionally abused by all their peers, which actively stops them from ever developing normal behaviour. Bullying should punish socially unacceptable behaviour and incentivise sociability, but it doesn't anymore.
