D&D and HBO made a decision in the beginning to de-emphasize the supernatural elements of ASOIAF and adopt more Realism based in-world explanations for events. There was a conscious decision to make Targaryen customs less "weird". I think Miguel Sapotchnik basically reasoned that Targaryen inbreeding wasn't a big deal because it's just their culture or something. In the books Targaryens are clearly creepy inbred albino foreign lizard people who fucked with blood magic and were probably not entirely human. In the show(s) they're just... blonde. Honestly my fear when I had given a damn about the book series was that we were going to have a fairytale ending since you start to realize GRRM is false with his absence of plot armor, as the two most blatant, nakedly young adult pulp fantasy characters:
