The entire GITS series is terrible.
The only watchable thing in the entire franchise is the very first movie.
It's a shitty movie but it's shitty in the same way akira is shitty - it's complete nonsense but it's still worth watching because the art and music is outstanding.

SAC was GOATed

It was an absolute joke. I've never laughed so hard at anything as much as i did at GITS: SAC. It's so unintentionally funny it's just embarrassing. My 2 fave comedy moments were:
-the scene in the middle of a top secret government meeting, where the camera pulls back to reveal, naked gun style, that the MC isn't wearing any pants.
-the scene where some robot security dogs try to sneak up behind some intruders, but somebody accidentally programmed them to bark and make loud dog noises so they accidentally give away their position

PS - The blue jaja binks robots that bump into things and go "whoopsy! xDD" are the worst thing i've ever seen in an anime.

SAC is interesting mainly because the tone, pacing, and the choice of things to focus screentime on are all totally different than what an American show with the same premise would do. The writing is hard to follow because it's trying to be smarter than the writers, which never works.

SAC is a decent way to kill time. On its own it's an okay show but compared to the original movies it's probably the worst part of the franchise
