Superman is as perfect as the writers want him to be. Plenty of versions of him have had personality flaws. The people around him are also mostly just human. You can do emotionally impactful arcs with his interactions with those people. You can also challenge his ethics with no-win situations, politics, and relationships. What would Clark do if Superman is ordered by the US government to round up some of his friends? How would he react when the people he loves are threatened? How does a morally upstanding man come to terms with a morally rotten world? How does he grieve, or love, or hate?
