Because you need a certain amount of camp to make it work, and if you miss the mark its either boring(GITS) or literally the worst thing you've ever seen(Cowboy Bebop). I actually think Cowboy Bebop was really close to being good. A different actress for Faye and the other 2 leads having a bit more fun with the parts would have gotten it 90% there.

AOT is unadaptable trash, the anime was hard carried by it's animation in the earlier seasons and the plot was nothing to write hope about before it went full retard

They could do very interesting things with matte/compositing work between the human characters and the titans (played by humans in makeup and prosthetics, ideally) and actual sets combined with miniatures if they cared to, which they likely wouldn't, but it's a very interesting thought and would make an adaptation worth it in my eyes
Various aspects of special effects have been neglected for 20ish years in favor of CGI, something like that would draw an audience
