They were actually easy as fuck to defeat because they have no armour panels that can stand up to a phased plasma rifle. The point of that scene was to show that Skynet was losing so hard that it had to put everything in the field to try and stop the Resistance, even the units that were made for infiltration. The terminator units are only threats to unarmed malnourished civilians and people of the past where they don't have the weaponry that the Resistance had. Skynet normally used the Hunter-Killer tanks and drones of various sizes to do the actual fighting against Resistance holdouts.

If anything it would be even more susceptible to an EMP than the older units, though? They could have their electronics shielded and the rest is metal and pistons, while the goop is just made up of millions of tiny blocks that only stay in shape because of electricity.
People often assume it's the most effective tactic to win a war by using aircraft, tanks, missiles and big guns to level every target.
If you want to just take out the people and leave the infrastructure intact, you have to send in human-sized terminators that can fit into and move inside human infrastructure.
Electromagnetic pulse, I won't go into the physics but essentially it causes most circuitry to experience a sudden spike in current which then shorts them, often damaging the components in the process. EMP is a side effect of nuclear detonations and can also be produced by specifically-made devices. I don't know of any which are in common military usage but should the need arise I'm sure they could be manufactured.

Who said there were millions? Remember, Skynet destroyed the world's industrial base in its nuclear holocaust. The second it fired nukes it would have to begin taking over 100% of production all the way down to mining and handling shipping logistics.

Terminator Resistance actually portrayed the Future War like fans always wanted. Better than any of the movies and actually given an appropriate length to slowly play out and allow you to get immersed and enjoy it. The neon purple, dark, apocalyptic aesthetic was perfect.

As a result, they are losing. So a rogue resistance faction sent the terminator to kill her and turn Connor into the hardened man they need to win.
Arnie and Cavill have a final brawl and both blow themselves up
As news of an impressive mega-AI being revealed to the world, called SkyNet, father and daughter hit the road to stop judgement day
This leads into a sequel where Cavill will be a good Terminator
