That's more the case with character driven shows like a sitcom where everyone is still kinda figuring things out in the first season. With plot driven shows its almost always the opposite, a decline in quality as the writers either run out of ideas or have to fill time until the finale. The first season is usually the best because the writers/creators/showrunners spent the most time in pre-production making the best product they could. Then they get greenlit for more seasons and either get lazy, don't have enough time or just blatantly milk it.
You could google a list of plot focused shows and I guarantee most of them you will instantly recognize as having famously gone to shit in later seasons.
