Yes, in the first two movies they're very capable. They are specifically told to let Leia escape and she literally announces to them. In the second movie they stomp the rebels at Hoth and are plenty capable the rest of the movie. It's only in the third are they really shit when they should have easily defeated the Ewoks

I think directors just misunderstood the source material and as they made the movies more "kid friendly" they took the behavior as universal fact in the universe. The extended universe star wars books often paint them as appropriately lethal but those are not canon now because Disney is trying to rake in money.

At some point Disney decided that Stormtroopers were the worst, most evil creatures in the galaxy and needed to get mowed down in their thousands every time they appeared onscreen.
Clone Wars emphasized how horrifyingly evil Stormtroopers are- wait, no they didn't. They were actually said to be evil purely because they're replacing clones. It's also pointed out that the vast majority of them are press ganged into service.
So I actually don't know what the message is here. The literal bio-weapon clone troopers are good guys to be empathized with, but actual conscripted men and women are the devil and need to be painfully exterminated in such numbers that they have literal piles of corpses in each episode of nu-wars they appear in. Sometimes they have these scenes immediately following some dialogue exchanges between troopers to show that they really are just people who don't even want to be in this job, not mass produced monsters.
