Good question. Sith Force ghost rules vary wildly in Legends, and aren't even addressed in nu-canon. I always just assumed they fettered onto artifacts like holocrons and amulets, so I think if you destroy the artifact the ghost either dissipates or "becomes one with the Force", but then you have assholes like Freedon Nadd and Marka Ragnos who just show up at opportune moments in time for max lulz to fuck with people they find interesting.
