S1 was pretty good. It had a handle on the characters and the stakes. They drifted into just doing shit for the sake of shock value instead of with a purpose over time and forgot who was supposed to want what. Billy in the first season is just an insane sadist indulging himself with his "crusade" and not sympathetic at all, they seemed to forget what a cunt he actually is later on and have him dance around goals he's pursued singlemindedly for years because they have five seasons to do and have to drag it out. This is the guy who after his blackmail plan went tits up, tried to gleefully blow himself (and an innocent baby) up just to mildly annoy Homelander.

The shock value of gore and violence in a superhero show also wears off over time.
