this is the thing in this show - whenever one of the guys makes it to capo the cops start to focus on him increasingly more, which is the logical thing to do considering they are the link between the boss and the literal who underlings, they know about secret details that a mere soldier, member or associate would have no way of knowing, thus rarely being worth to apply pressure on.
jimmy basically got peter principled into the position, lucked out for a while and the moment the cops had a good reason to take his ass in he folded and agreed to cooperate.
