if Joe hadn't been there to motivate Charlie, he never would have sought out the Golden ticket. if Joe hadn't pushed Charlie to break the rules and steal the fizzy lifting drink, Charlie never would have had the opportunity to attone for his actions, forgive Wonka, reject the devil (Slugworth) and attain the kingdom of heaven (the keys to the factory).
on the surface he is a selfish, scummy guy but he is essential to Charlie's apotheosis. just like Slugworth plays the bad guy, but is ultimately revealed to be working for Wonka. it's all part of a grander plan.
