It's the post-apocalypse, maybe even the post-post-apocalypse. People have built new communities for themselves. Places like Jackson are relatively safe, outside of freak events. Of course people would be making/repairing clothes, growing weed, etc.

I had issues with ep2, but I'm actually warming to it with ep3. It's got significant changes and I'm not necessarily convinced they're for the better, but it feels less like a sloppy remix of the game and more like a respectful re-imagining of it.
